synopsis of msn conversation:

discussed possibility of using a modified version of alexios' 'the end' story as a teaser beginning

discussed state of EU at the start of the story:

- unified federal state, with semi-independent states within it (keeping current borders)
- germany and france with veto power of presidential and parliamentary decisions after national referendums,
- no openly facist state governments, no official support for facism
- the story takes place within the framework of a supra national EU
- discussed possible new memberships - switzerland will remain independent

discussed alexios' black ops character, which will have limited abilities and scope, but which will work in support of the facist movement (there wont be a shady organization with near-infinite reach and capabilities a la murmansk sunset)

discussed massive boondoggle projects and climate changes as a result of global warming; cloudy, gritty skies and useless things like the London Sea Wall and the Save Venice Wall projects (costing trillions of euro)

western europe will be grungy, run down, bleak and grey in overall appearance and mood

stressed importance of themes and trends being represented in various ways, as opposed to assigning every relevant theme to it's own representative group or organization

stressed that the story builds towards an inescapable and inevitable conclusion, and that it does have an ending; that characters act within events, but have little influence

stressed that the resolution of character arcs towards the end is more important than the resolution of thematic trends, indeed there will be a large degree of uncertainty remaining

discussed post-story plans for Biosyn - including genetically modified 'super humans' (Man v2.0 Razz )

discussed experimental nature of story

agreed that there would be a certain 'background' level of terrorism, people have had to live with the prospect of terrorism in their lives; visible manifestations: increased security and checkpoints, increased police presence, increased government surveillance, acts of terror and bombings becoming almost common-place

discussed possibility of propane explosions

agreed upon the symbolic destruction of a plasma screen at some point in the story

discussed using words such as 'monitor', 'television', 'display', 'screen', etc in place of 'plasma screen'; discussed possibility of placing a ban on the use of plasma screens

I haven't had time to read this thread yet (damn pitiful connection...), but I have to comment on the first thing that caught my eye: The 'failure of 2080'? What failure? I was rather proud of that story, and had hoped that it would be continued in the future.

Raja - you forgot one of the projects - the failed cloud seeding which makes all of Europe like Seattle.

Edit - you didn't but it wasn't clear how the skys came about.

Edit 2 - Sel - well, the scale was unwieldy, and using the entire world was a major mistake. Also, the characters couldn't interact much.

that was the major thing that kinda bored the two swords... you had to take a long time of posting to have two characters interact, since it covers a wide area, and the technology wasnt that developed at that era...

okay, so things to do:

work out realistic and workeable system by which the european union government rules the area. answer questions like, how much local autonomy do national governments have? how is the government funded? etc etc

come up with possible scenario for an explosive climax to the story

flesh out alternate future to story start date

Character idea - his name is Fred. He's actually not a "natural" anarchist, but a North London social worker who has seen too much misery and oppression. He's past his best, is Fred, and all the sneaking down alleys, running from the cops, chucking petrol bombs (he particularly sucks at this), and late-night leaflet drops are taking their toll. He's tall and skinny, and has gout in his left hip, and wears thick glasses that fog up at inopportune moments. He speaks in a cockney accent and his forte is organising people to do impossibly stupid and daring things, and somehow managing to get away with it. His codename in the Anarchist cell he's part of is Robin Redbreast, and a growing number of London coppers are looking for him. But nobody knows who he is...yet.

Does that sound OK?

That was my outift to the athletics carnival yesterday. As lovely as it is I was unable to compete in the high jump for fear of splitting my pants. However, I did come second in discus and javelin.

Proposal for Government of the EU:

There are small "Euro-regions" which each elect their own MEP (Member of European Parliment) seperately from electing their own representitives to their own govt.

There are 50 Euro regions, thus 50 MEPs, with the President of the EU holding a tiebreaker, but no other power in Parliment.

Each state has a President and it's own Parliment, which citizens vote for the way they have always done. The Presidents then hold a summit and elect one of themselves (you cannot vote for yourself)

9 MEP's make up the "Emergency Council of the European Union" These are elected by the Parliment, (again, you cannot vote for yourself)

If these (in 2/3rds majority) 9 declare an emergency, this gives the President the following powers:

Martial Law

Ability to detain civilians indefinitely

Ability to call sessions of Parliment

Ability to veto Parlimentary decisions
